SENATE BILL NO. 83 "An Act relating to construction of highways                                     
by the Department of Transportation and Public Facilities" was read                                 
the second time.                                                                                    
                                                                                                    
Senator Donley, Cochair, moved and asked unanimous consent for the                                  
adoption of the Finance Committee Substitute offered on page 1257.                                  
Senator Ellis objected, then withdrew his objection. There being no                                 
further objections, CS FOR SENATE BILL NO. 83(FIN) was adopted                                      
and read the second time.

 Insert a new bill section to read:                                                                 
   "* Sec. 2.  AS 19.10.170 is amended by adding a new subsection to                              
read:                                                                                               
 (d)  This section does not in any way prohibit or restrict the                                     
department from entering into contracts with federal agencies or                                    
municipalities relating to the construction of highways."

Senator Pearce moved for the adoption of Amendment No. 4. Without                                   
objection, Amendment No. 4 was adopted.                                                             
                                                                                                    
Senator Leman moved and asked unanimous consent that the bill be                                    
considered engrossed, advanced to third reading and placed on final                                 
passage. Senator Ellis objected.
